Abstract

This study examines the stagnation of the embroidery craft industry in Tasikmalaya City, marked by limited market segments, lack of product diversification, and declining competitiveness. In response, the Tasikmalaya City Government collaborated with Bildungswerk Der Saechsischen Wirtschaft (BSW) from Germany in 2017 to enhance the global competitiveness of local embroidery SMEs. The research focuses on the diffusion of innovation based on Rogers’ theory (2003), which includes innovation characteristics, communication channels, time, and social system characteristics. A qualitative case study approach was used, with data collected through interviews, documentation, observation, and focus group discussions. The findings reveal that innovation was not adopted due to ineffective diffusion, caused by a lack of government commitment, limited resources, cultural resistance to change, unsupportive policies, and insufficient involvement of community leaders. The study underscores the need for effective innovation diffusion strategies and highlights the importance of political leadership, bureaucratic support, and international cooperation in ensuring the sustainability and success of embroidery SME development.
