Participación ciudadana y el desempeño de los gobiernos subnacionales: una revisión bibliográfica
No es nuevo el debate en la literatura sobre los efectos que podría tener la participación ciudadana en la eficacia y eficiencia de los gobiernos, sobre todo a nivel subnacional. Aunque mucho se ha discutido sobre sus potencialidades para la democracia local, queda la duda sobre el aporte de mecanismos participativos y de involucramiento ciudadano al mejoramiento de la acción estatal local. Por ello, este trabajo busca, a través de una revisión sistemática y metaanálisis bibliográfico, relevar qué dice la literatura especializada sobre esta discusión. Los resultados demuestran que la gran mayoría de estudios revelan efectos positivos en la relación entre involucramiento ciudadano y desempeño gubernamental, aunque también se evidencian factores de bloqueo que podrían generar efectos negativos. Se concluye con análisis de los resultados y una breve agenda para investigaciones a futuro.
